Try VisualGPS (http://www.visualgps.net/VisualGPS/default.htm) if you
want to see how the satellites signals varie, and the affect it has on
your calculated location.

Why was that wrong? The specifications of the signal and the system used
by civilians was indeed specified by the US DoD. You may be reading more
into what Conor wrote than was actually there.

Well actually William Jefferson Clinton on 1/5/00, although technically he
was the commander of the US military at the time. See: -

so for the time being it is the same for most of the world (may degrades
over Iran etc., but difficult given the satelites 20Mm orbits).

There was a method called differential GPS to correct the inaccuracy before
that, but I doubt that this would make much difference now, even if it had
been persisted with.

Errrm dGPS is still alive and well and gives better accuracy than GPS
alone. dGPS is currently functioning in 40 countries around the world and
provides accuracy better than 5 metres. Trinity House use dGPS to
accurately position navigational aids, and commercial shipping relies
heavily upon dGPS.
